I think that Halo needs the .obj format for its maps and models. If I'm right, then you can use Blender3D, a free program that's fairly powerful. The user interface is kinda crazy at first, but I've seen amazing renders that come from Blender.

There's a plugin that you need to use to export it to the correct format. The only official plugins are for 3DS Max, but there is an unofficial one for gmax.

nope, only 3ds max has a full plugin. Gmax is 3dsmax's free little brother, but only has an exporter for map models.

The maps are not .obj (mostly models for weapons, vehicles ect.), but I think they are .jms or somthing like that. I never really got anything to work.

Yes, It's called GMax and it's completely free.
