I was a finalist :P

Did bungie purposely make it such that the covenant were always the more superior AI? Every time I would see a battle ensue between flood and the covenant (unless the covenant were severely outnumbered) the covenant would win; especially on higher difficulties.

Were the Covenant AI actually meant to be more smarter and more deadly on Legendary Bungie? Was there an actual thought process to the 'smartness' of different enemy AI on higher difficulties, if so what was it?

What does the Bungie Community forum think?

As the difficulty got higher, the enemy gets stronger, smarter, and altogether more badass. The flood always were weak(-ish), its because they rely on numbers not strength.

True the only thing that would be left standing at the end of the battle were the elites (because of the shielding and infinite plasma rifle spam :D)
I remember Halo CE: Keyes. The section with the two hunters and the infinite spawn of carrier forms as well as all the orange blood on the ground.
Covenant had the strength and the flood had the numbers

Despite the flood resilience, I would assume that the flood would show at least some sort of increased intelligence on difficulties such as Heroic and Legendary

And God said "Let there be light." But then the program crashed because he was trying to access the 'light' property of a NULL universe pointer.

I think the best way to put it, if you know about Starcraft, is Flood ~ Zerg
