I don't really get the episode The Duel (3rd one). So, first things first, which Arbiter is this? It can't be Arby from Halo 2 and 3 cause he got killed at the end unless he survived it somehow. Also, he got the rank of the Arbiter after Chief destroyed the first Halo.
Now, who is that guy at the end who killed him and who is this guy who killed Arbiters wife? These are all "who is this" questions.
Now, where was Arbiter going at the beginning (in this boat). What was he doing? And why did he get the rank of the Arbiter? I mean, he wasn't going on a suicide mission? High rank elites get the rank of The Arbiter only for big failures. What did he do? Thanks.

P.s: I just watched episode 3, in future I may write more threads like these for other episodes.
EDIT: Oh yeah, another question about episode 2. How did the humans get those teleporters which they used to go to different planets?

I suspect it was way before the Halo event. We can see this due to the fact that the arbiter and the elites on his side were resisting the covenant and didn't believe in the great journey.

Can you be specific on what the name of episode two is? I couldn't tell what you were asking

The arbiter in this is the last honorable arbiter, till 2553 as far as we know. And yes... yes he did survive, he made it back to earth... Go and watch the ending of halo3...
'THe dual' is set long before the human covenant war, back in a time when the elites where first joining the phrophets in the covenant. The Arbiter was the highest rank, a rank that held true pride, because the arbiter wouldn't convert to the journey, the prophet turn the rank of arbiter into a mark of shame, the other elite is on of the higher ranks, a hand to the prophet, who did convert.
The one that kills his wife is his best friend, who was swayed by the journey.
At the begining, he's traveling to confront the other elite, to settle a blood debt.

Take things you watch in more, rather then go 'wow' at the explosions.

The Arbiter in this episode of Halo: Legends is called Fal 'Chavamee. He was the last of the Sangheili to hold the title of Arbiter while it held prestige amongst the Covenant. He was also subsequently the reason for the title's disgrace. Here's the short version:

Fal was named Arbiter as a leader of his people within the Covenant. However, he started to believe that the Covenant were not pursuing the idealistic beliefs of the Great Journey, and were straying from 'The Path.' This caused him to be labeled as a Heretic by the Prophets. The other two Sangheili you questioned were Roh and Harka. Roh was a good friend of Fal, but was forced by Harka to kill Fal's wife, Han. Aftern Roh kills Han, Harka in turn kills Roh. All of this was done so that Harka could draw out and kill Fal.

That should bring you up to speed. Now, why was this done? Because Fal was labeled as a Heretic by the Covenant, it was decided that instead of bestowing the title of Arbiter to Sangheili in times of great need as a rank of great prestige, this title would be used for those Sangheili who had lost their honor. From that point forward, the missions that the Arbiter were sent on were simply suicide missions in the disguise of a last attempt to regain lost honor (that is, the Prophets did not expect the Arbiter in Halo 2/3 to live).
