I think of The Flood like a containment forum for all the assyness here on bnet. Some of it does spill over into other forums, but I'm not that concerned with a little piss on the toilet bowl seat.This is probably the biggest hurdle for any real changes. However, you start adding restrictions and the forum dynamics will change. The easiest way to be noticed is no longer just hitting 'create new thread'; it is being quoted. To get quoted the user needs to invest a greater level of thought, either by adding something to the discussion, saying something humorous, or injecting some controvercy. The result is a better discussion environment that isn't in need of any designated cesspits.
I'm sorry, but I disagree. Using a quote based system only ensures that popular or inflammatory opinions will be posted. It would devolve the forum (if that's possible) into toadies and trolls. That doesn't fix the problem.
If you want to fix the flood, the mods will just need to pay closer attention to it. And please read the posts before dropping the banhammer on people. An off topic forum can be hard to manage, but it is possible.
