I would think that they would want to promote the most friendly faction over the others, not keep them warring.
I would like to think as so as well...but why do I get the feeling this is going to make us hate ONI even more? (at least Sangheili fanatics like me...)

More than just Virgil. At the end of First Strike, Sergeant Johnson says that the captured Engineers (Yes, it was plural I believe) were locked safely away in the Gettysburg.
Oh, I forgot about those guys *been too long since she read the book*. And yet in ODST it sounded like Virgil was the first one they got their hands on. A case of 'left hand not knowing what the right hand is doing' perhaps?
