That was just in Halo 2, i.e. the very first day of the battle for earth, and regrets misinformed fleet. As you can see in ODST, not hours after regret flees, truth sends in his fleet (an unknown number) to begin the "true" battle for earth.

Why would the Covenant want to go there?
If I recall the line in GoO correctly, Blue Team mentioned that the Covenant were looking for something under Mount Erebus, probably a Forerunner artifact of some sort.

It was said in Halo 2. And at the time, prior to the main fleet arriving, that was the only place they landed. Because they only got one ship through the orbital defenses. (Other than the ship the Chief blew up.)

In ODST, they explain that maybe 6-12 hours after the slipspace event, more ships show up and break through the orbital defenses to land and attack everywhere.
