After looking through the article, I saw this part:

Winners may be required to provide a Social Security number or Taxpayer ID prior to the awarding of any prize. All prizes will be awarded and are not transferable. No substitutions are permitted, except Sponsor reserves the right to substitute a prize of equal or greater monetary value to the prizes.
It saying that "All costs not specifically from the competition are the responsibility of the winner" and the "Provide information including Social Security Number and ID" makes it sound as if Bungie will be flying the winners somewhere.
People may have to pay for food outside Bungie and other stuff, and providing information for something like a plane ticket.
Sounds like to me that someone might be getting a relatively free trip to Bungie Studios, might be getting an early look at their new game too.
What makes me say that they may get an early look at the game is the part of the article were it says "the user has to be 17 years of age or have parents consent". Typically the age of 17 is the minimum age to play Mature rated games. I'm also guessing that Bungie's next IP would be a mature rated game.

Clearly its to test their next IP, that's why its for next year because it won't be ready this year. The "extra costs" are probably for the plane ticket, etc to get to Washington.
