What he is saying is ANYTHING that is a threat to a array would be a target, regardless of anything.
My pointed is disjointed into multiple responses, so I'll lay it out here:
Bias wanted Chief out alive at all costs. So why didn't he reprogram the hostile Sentinels (like you suggest) to keep them from shooting at him, and potentially killing him?
Because i am positive trying to keep the ring stable was far more important than trying to stop what 30 sentinels from attack chief.
chief can handle himself.
How is turning the Sentinels friendly going to make the ring unstable?

Atlas held the world on his shoulders, if his stomach had to be scratched and he even attempted to do so, he would lose his grip.
