Because if they would show his face this would happen:
1: people would complain about his face not meeting their expectations. Because quite frankly, Chief is in his 40's, bald, incredibly pale from always having his helmet on, face scarred etc. Think of a younger Darth Vader without helmet....and then also think about the dissapoint from seeing his face for the first time in Return of the Jedi.
2: people "couldn't relate" to Chief anymore. Chief is one of the school of "faceless heroes" much like Gordon Freeman. Having him mostly mute and definatly faceless makes it easier for the player to put their own personality into the character, which makes bonding with the character (as being "you") easier.
3: it would destroy the shrouds of mystery surrounding the Chief.
