I have been contemplating ideas to help cut down on these people for quite some time.
The gist of the situation is, someone has an account and posts shock site links in the forums. That person is banned by the moderators. That same person quickly makes a second account, and within 24 hours they are posting even more links to these websites.
This is a never-ending circle that currently has no solution, other than to ban the person as soon as a 'Forum Ninja' sees the post.
What my idea does is, it cuts off those spammers from the 'link' function. This is similar as to how you cannot start a new thread for 24 hours after your account has been to created.
New accounts simply won't have access to the [url=] or [url] functionality. You can then unlock this function by either, "x" amount of days, or hidden account trust rating (Like that of the Title and Prefixes), or a combination of the two.
This way, new users can still come to ask questions and participate, but the people who abuse the forums with links, will be fewer and further between.
Thoughts, concerns?
EDIT: Something else to throw out there, what if only the [url=]text[/url] is to be hidden from the new users who don't met the perquisites? This added with the idea of having URL shortening devices count as extended characters might just do the trick. That way, with new users, you know exactly where you're clicking, and they are still allowed to link.
