There are those who said this day would never come. What have they to say now?
So I finally found out the perfect strategy for getting 20 marines and keeping a War Chieftain alive during the entire procedure. I have film but I'm working on getting a better game save right now (since the Chieftain took some damage and I failed to get a Prowler intact).
So for now, I'll feed you guys some juicy tender steak. :P Expect videos soon!
The level is The Covenant.
The steps:
Turn on Mythic, Tough Luck, and Cowbell.
Tilt is optional, although recommended if you want the Chieftain to last longer.
1. If you want up to 11 fuel rod gun marines, invincibility or active camouflage, Arbiter,
Start from Mission Start and get 4 fuel rod guns.
Otherwise, start from Rally Point Bravo and skip to #7.
(If you have a usb drive or another way to transfer your save to your computer, don't kill any enemies. Just kill the War Chieftain, take his fuel rod gun, go back to your ODSTs, get a checkpoint, save and quit, give it infinite ammo using Horizon. If you'd prefer, give yourself max shields since you really aren't going to do much fighting and you'll be able to do things without having to stop... you'll find out soon what I mean.)
2. Skip the beach battle or the fuel rod gun in the next area won't appear on the supply case.
Edit: Just destroy the Warthog before you go to the next area.
3. When you have 2 marines equipped with fuel rod guns on your Hornet, kill all enemies. Do not get out of the Hornet after you have done so. Go to the right of the tower and there should be an elevated hill with two trees. Park the Hornet in between those two trees. This is to make sure the marines don't die by the Flood.
4. Give Arby the Chieftain's fuel rod gun. Pick up the fuel rod gun at the right side of the tower. Put it somewhere, hold onto it (but don't use it), or give it to an Elite. Get the plasma pistol from the supply case near the entrance. Give it to an Elite.
5. Play normally until you have cleared the third tower of hostiles. Get the fuel rod gun. Play normally until you get back outside (after the Flood arrive).
If you want Arbiter to fight the Chieftain, destroy the Phantom.
If you want to bring an Elite, let it leave.
If you just want marines, let it leave.
6. Get the plasma pistol from an Elite and go down to the vehicles. You'll get a checkpoint.
If you want, get the rocket launcher from the marine. If it has 3 but 1 rocket loaded, fire it, and then give to a marine and take it back. You'll have 3 with 2 rockets. If it does not have 3, headshot the marine and then try it. Revert if it doesn't.
7. Make it so that you have either 1 Arby 4 marines, 1 Elite 4 marines, or 5 marines. That's right, you're going to bring them in the Scorpion. Eliminate all the others. Do not destroy the Mongoose and Gauss Warthog. Give the plasma pistol to a marine.
Make sure you have a Battle Rifle. 3 (4 if you're bringing 5) marines should have the fuel rod gun. You should have the rocket launcher or fuel rod gun and the battle rifle.
8. Proceed as normally. When you get the checkpoint, save and quit, and if you can transfer the save to your computer, back it up.
9. Get out of the tank and find a way to stop marines from entering it. Maybe you could prop it up against the slanted wall...
If you brought Arby or an Elite, just get him in the driver's seat; he won't go anywhere (I'm not sure about the Elite so I'll just say IIRC).
10. Destroy the Prowler and all Brutes except the War Chieftain. Try not to damage the scenery or the Chieftain. Walk to the next area. You'll get a loading point (and with it a checkpoint. Save and quit if things went well) which will make the Chieftain go join the Brutes. Kill them before he gets there and he'll retreat more further. Preferably get at least 1 Ghost undamaged, for traveling convenience. Now go up the lookout tower, kill the fuel rod gun Brute and take it. Go back to the Scorpion. There should be a Warthog with 1 marine driver and a Mongoose with 1 marine driver. Give 1 of them the fuel rod gun.
If you brought Arbiter, get the Warthog driver out, wait, then drive away and destroy it with a spike grenade (if you turned on Tilt, use the rocket launcher).
Otherwise, get the driver out and drive the Warthog far away (where the Chieftain was is a good spot).
11. Now move the scenery items (especially the Comm Node) and form a blockade like in this screenshot.
(IIRC, the supply case gets removed at a later point)
That will ensure that the War Chieftain can't go anywhere when you bring him here.
12. Now proceed normally with the tank. If you get a checkpoint, save and quit.
If you can transfer the save, open it in Horizon and look at the weapon and grenade. If it shows 5 rounds and 1 or 2 spike grenades, it is probably the Chieftain. You can give him max shields for convenience.
13. Kill all the enemies at the second lookout tower with the tank. Proceed normally until you get a checkpoint. Save and quit. Back up if necessary.

Now here's where the fun (actually stress) really begins.
Normally, going to this point will cause the Warthog in the previous area to teleport with 2 new marines and the former driver is gone. If you weren't in the Scorpion, it would have been teleported as well and the Warthog would probably spawn on it, spin crazily, and explode when it collides with the wall.
So why go through the trouble of destroying it? What's Arbiter got to do with it?
Because by destroying it, you trigger a Pelican that drops off a Gauss Warthog. This Pelican just happens to have the only machine gun (although I believe there's one more Pelican that has it).
14. Drive the Scorpion tank to the drop point and fire at the pelican gunner.
You don't have to give it to Arbiter. You can use it yourself later. Just remember that forward + right directional input on the left stick makes you go faster.
If you don't want to give Arbiter the machine gun, just proceed to the next step.
15. Get out of the tank, intercept the Gauss Warthog, get the driver in the passenger seat, and park it at the cliffs (the path that lets you skip the Wraith). Now go retrieve the fuel rod gun from the lookout tower #2 Brute and give it to one of the Warthog marines.
16. Get back in the tank, drive it into the cave, park it there. Get back in the Warthog, position it so that it's facing the path to the Gauss Warthog drop point, get the marines out, drive along that path to the previous area.
17. Drive to the Mongoose. The Warthog driver should be on the passenger seat. Get the marines in your hog, destroy the Mongoose (just melee it), drive the hog back to the path, repeat step 16, except stop at the drop point and destroy it.
Destroying the Mongoose and Warthog allows newer ones to spawn later.
However, I'm not sure if destroying the Mongoose is even necessary since you probably won't (I sure wasn't able to) be able to get the marines in the Mongoose spawned later in the game out.
I just advise it because I've had the guys that were on the Mongoose run all the way back to the Mongoose IIRC.
18. Park the Scorpion in the cave and go to the Wraith. Hijack it, get the War Chieftain to climb aboard (obviously, don't get him on the back of it), carefully drive it to the blockade. Position the Wraith so that when he gets out, he'll be stuck behind the log. This is where you want him.
Now quickly get out and move right facing Wraith so that you can see him but he can't see you. If he stays there for about a minute, go back to the lookout tower. Kill only the fuel rod gun Brute, take his fuel rod gun, and give it to one of the marines. Get the plasma pistol from the marine. Also make sure you still have the Battle Rifle.
19. Get in a Ghost and go to the Hornets, but make sure the distance between you and the waypoint is no less than 109. You should get a checkpoint. Save and quit.
If you started from Rally Point Bravo, go to the usual Hornets. That will dispel the new Hornet's aversion of you and you can easily get the pilots out.

20. Get both special Hornets.
21. Bring Scorpion closer to the third lookout tower.
22. Get marines on Scorpion off and destroy it.
23. Bring marines left behind at the cave closer. Push them.
24. Go to usual Hornets in the special Hornet. Get checkpoint. Jump around and ensure that the Pelican arrives with a Gauss Warthog and that a Mongoose appears at the Scarab battle arena. Save and quit if everything is good and well.
25. Intercept new Gauss Warthog.
26. Don't kill the Mongoose marines. Killing them spawns another Gauss Warthog.

TLDR: The Covenant is the best Halo 3 level! 20 marine defense against a single War Chieftain.
And yes, it is possible without modding. The only hard part will be keeping the Wraith intact.
