IP bans are easily avoided by those with dynamic IP's. (Which almost everyone has access to.)

As soon as they are/would be IP banned, they would change their IP, and nothing has been accomplished by that moderator.

Moderators cannot issue IP bans; that's reserved for the Webteam.

However; if someone is banned, their IP should be flagged.

IP bans are done automatically. If you make a new account while your main account is banned, your new account will be banned as well. But it can be evaded if you have a dynamic IP, this is just a fact that must be dealt with, and its a problem that lies in the fundamental structure of this forum system.

IF Bungie were to IP ban someone, they could easily avoid it. (dynamic IP, IP reroute, redirect, etc...)
However IP bans aren't really good in the long run as many countries use a batch of IP's for all of their users. Therefore, you ban an IP, you ban half of the country from using the site.

I believe you've been mistaken - the only bans such as what you've provided above have only occurred from browser cookies, and not from the IP address.

Your Internet Protocol, short for saying I.P,, isn't something that you can simple reset and changed. Once you are banned from using the same internet protocol information, you stay banned. Reset or reboot your router does not change your internet protocol, however there is a way to change that.

My power has been going out every now and then for the past few weeks due to bad weather (only for a second at a time; the router is the only thing in the house that turns off) and every time it comes back on I've got a new IP address.

Because of the way the cookies work, if someone would be "IP banned" in a public place like a library or school or public wi-fi, anyone who uses their Bungie.net account in that area would also be banned.

Most people have dynamic IPs, which can be reset by power cycling your router. Or you can just use a proxy.
