it depends on what you are trying to do.... If your trying to create terrain there is...
Nems Tools http://nemesis.thewavelength.net/index.php?p=1
Planetside Terragen http://www.planetside.co.uk/terragen/

If you are making models you can try...
Blender http://blender.org/cms/Home.2.0.html
Wings 3D http://www.wings3d.com/
GameSpace Light http://www.caligari.com/gamespace/gsl/

For level design tools there is...
Radiant http://www.qeradiant.com/

For some low cost modeling options for there is...
Milkshape 3D http://www.swissquake.ch/chumbalum-soft/

And last but not least, there is a game creation software package called
Acknex 3D Game Studio http://www.3dgamestudio.com/ This package includes a level geometry editor, a c-script editor, and a poor quality model editor (fortunately it has plugins for software like 3DSM and Maya). You can get the software for as low as $50 USD.

...and there are hundreds more out there (but they are not all free). These are just some of the ones ive used. At this point ive moved on to work in a program called 3D Studio Max. If you are serious about doing 3D graphics, I suggest starting in one of the low-end 3D modelers such as Milkshape and Wings3D, and then move on to something like Blender and even 3DSM. If you feel you are ready to move on to more powerful software, don’t wait. There are all sorts of awesome educational discounts for students, and the professional quality of software like 3DSM makes it worth taking the time to learn. If you are interested in seeing some high end modeling software, check out Lightwave, 3D Studio Max, and Maya.

-Enjoy- If you have any questions, PM me.

Edit: added some underlines for clarity

My opinion does not matter.

And my opinion tells you to go to hell.

blender and milkshape...uhh...i hated those cause u have to model everything with triangles. your best bet is alias maya...but i doubt you have that kind of money. Anim8or is an ok program for small animation sequences. its got a simple UI and can do things ok. If your up for a challenge...download gmax *shudders*. thats a hard one to use

ya...most of the stuff out there is ok for starting out with. i personally recommend anim8or because it has a simple UI, most of the ones out there have UI's that are way to complex for beginners, like gmax. But ya...try them out and see which one you like the best
