Also, I found a problem: how did PoA arrive to Halo ring (Installation 04) in two weeks if it was 25,000 light years away? With FTL speeds of 2.8 per day, it would take 8,000 days. I think UNSC's maximum FTL speed is more than 2.8...

That doesn't explain why you think it's 25,000 ly away from Earth. Earth is ~25,000 light years from the center already.
In order for the Array to work properly, each ring must be at least 25000 lightyears away from each other or else the firing sequence also hits the other ring and cause unneseccary overlapping. It took Regret's carrier 13 days to reach 05 which equates to 11856 light years. The Covenant forces arrived a day before the PoA at 04 which means they also travelled at least 11856 lightyears. This means both rings where at least 23712 lightyears away from each other (it would be foolish to assume that they spent 13 days exact in transit, they may have taken a few more hours, in which case it gets fairly close to 25000 lightyears).
This means the PoA travelled 11856 lightyears in 14 days, or 846.85 lightyears per day, which just rips canon a hole almost as big, if not bigger, than Halo Reach.
