It seems stupid to me, because I cannot think of a single conceivable way that humanity could go from the most intelligent and advanced space faring species in the galaxy to cave men isolated to a single planet. Now, are you going to actually explain this, like I've asked several times, or are you going to keep getting all over defensive about this?
Well, if you had bothered to actually read Crpytum, or as a last resort Halopedia, the answer would be clear. Humanity, with a San 'Shyuum alliance, fought a war against the Forerunners, while in secret also fought and successfully repelled the Flood. However, that battle exhausted their reserves of men, ships, and weapons and so humanity lost and as punishment, the Forerunners de-evolved humanity so they would not be a threat to their power. The San 'Shyuum were spared that fate, but quarantined.
Why did they 'de-evolve' humanity though? It doesn't make any sense to me that they would go through all of that (Which would be a real hassle, and take at least 1 generation, assuming they have some kind of amazing ability to directly alter genetics), instead of just killing them, or honestly, just putting them on an isolated planet. I mean, be honest, a couple of thousand people on an isolated planet with no technology? Yeah, they're not going to be a threat unless one of the technologies humanity had developed was the ability to turn sticks into nuclear reactors.
Humanity and Forerunners were created by the Precursors, we share similar DNA and multiple times in Cryptum we are called brethren. We both felt we deserved to uphold the Mantle. We conflicted with the Forerunner's ideals and the war gave them an excuse to lash out against us. Combine that with the fact we refused to tell them how to defeat the Flood should we return, it only gives them the excuse to "reduce the competition" so to speak.
