Spartans are roughly the human equivalent of an Elite Major, now, before anybody disagrees and says how they have killed so much Elites through the war, it is true, but 9 times out of 10 it will be an armed combat which nullifies their abilities besides that of get some cover and shoot better.
But physically, an Elite Minor could still dish out a fight to a fully trained Spartan (see Fall of Reach, where John could not overpower a Minor as they fought for a Plasma Pistol and he had to lock his armor's wrist mechanism to not lose the struggle).
I thought it was the shield strength of an Elite Major that was equivalent to that of a Spartan II. But anyways, I could see this, and it is mostly armed combat, and Spartans usually ambush, use hit and run tactics, use prep, or employ just about anything they can think of to get an advantage, and not to knock the Elites or steal their thunder, but they can get cocky, and sometimes get a bad case of hubris, and they're also the invaders, they don't know the territory, and the Spartans are there waiting for them, so to say.
And I remember this, and it kind of bothered me, thinking Chief was pretty much outdone by an Elite Minor in CQC. But I think of it this way: All Elites are badass, no matter rank, their rank is based on their experience (kills), their leadership qualities, and intelligence I'm sure, but they also continue their training I'm sure and perfect themselves, so I could see an Elite Minor being most likely worse. All Elites and Spartans are going to be different than the other though as someone pointed out. Remember, Sangheili training is extremely brutal (even more than Spartans imo), and it starts from a young age like Spartans, and their physiology is way superior. So all Elites are going to be -blam!- beasts when they enter the Covenant military, and a threat to be dealt with carefully, even for a Spartan. As someone else said, Spartans try to avoid CQC with Elites for a reason.
But as for another time, like in First Strike, Chief held his own in CQC against an Elite Spec Ops Officer unarmed without his energy shield, and when the Elite had an energy sword. Jai was able to tackle a Zealot and nearly kill him in The Cole Protocol.
