I'm a serious dude, so what?
Obviously they are developing a MMORPG and it will enable players to create their own Worlds. With a large number premade for use, of course. The sands and windmill, they are probably left over from a REACH scrap-pile, but I would say that it's entirely likely they represent a dollup of the diversity this new game will offer.
My guess the symbol will be part of the game, like the Superintendent from ODST. who can say what it is, specifically?
I've been hoping for a Bungie-Blizzard merge since the days of Myth/WC2, and I'm glad they've finally got the tech to achieve their goal. Starcraft was always going to fall short; and Halo also doesn't have the legs to create a whole universe.
But a mad-scientist mixture of WoW, Starcraft, Halo... but with all new skins and all new creatures... Now you're cooking up some deliciousness!
