The engine is probably the Reach engine. The talk was given after Halo 3 ODST was out, so they were probably working on the Reach engine at the time. My guess is the new IP will be using a new version of the Reach engine.
I doubt that the new IP will use the Reach Engine, since it was optimized for Halo on an Xbox. Bungie is developing across multiplatforms now. That means they need a new graphics and mechanics engine to handle all the new tools they would have to develop for compatibilities across consoles and pc's/smartphones and the such. As well, I believe the engine they created may fall under rights by Microsoft, since it was a tool they couldn't have been able to make without IP funding by microsoft. Sooooo, not the reach engine. Plus these graphics look too good to be a Reach engine. Just from the short snips of what we saw, I can tell you this i much more advanced. Close to a Dice Frostbite2 engine or even better.
I don't know if you're right, but what we see was pre-alpha code (Frostbite 2 engine like is just hypothesis) There's 2 possible option :
1) It's Reach engine modified from the lybrary (DX9-DX10 or 11) like any other one engine, they re-write many thing like new Hi'res texture, new animation system (Facecap as we can see in the Vidoc) Day-Night-Weather Cycle etc...
2) It's a brand new engine, writing from scratch, not from Halo Reach Base, but something on what Jones and ODST team is working on since 2008.
I don't know but i'll try to figure how Bungie is organized for this new i.p
Back in 2007 two team began to work on two distinct project ODST and Reach. ODST team push the old engine to it's max, while Reach team re-write it and built Reach engine, but for the new game it was ODST team wich work on it (i suppose the're wasn't a third team at this time) there was a pre-prod for some concept, ideas and game-mechanics.
After the release of Halo:ODST in September 2009 they divided ODST dev in two team, one was composed of creative people for elaborate the Universe and the rest was composed of tech team supposed to create the engine to run the game. After September 14th 2010 Reach Team which was the most important of the studio join the "Destiny" project and form only one core team for it, while at the same time Bungie make a division dedicated to mobile game(they're employing people too) Bungie Aerospace.
