Four things mate.
1. Bungie doesn't control Halo anymore, so they have nothing to do with mappacks.
2. Microsoft controls pricing, so even though 343 Industries controls Halo content, Microsoft decides pricing.
3. Halo 3 still has a good number of players. 'Barely anyone' plays it? Hardly.
4. Microsoft has a policy apparently that no DLC that includes achievements can be free. Thus... they won't be. Go buy Halo 3: ODST if you want the mappacks. It comes with all DLC maps, Halo 3 Multiplayer, and a brand new campaign/Firefight.
Bungie still is in charge of halo 3. They didnt leave halo, they just passed on MAKING halo to 343....Yeah no. Bungie passed everything Halo over. Not only do they not make the games, but maintenance, servers, and future updates are all in the hands of 343. Bungie has absolutely nothing to do with Halo now except for their history.Yep!
