i was just walking along on halo after crossing the stone bridge, and out of nowhere, an undamaged banshee falls out of the sky right in front of me. it displays the message "Hold 'E' to flip Banshee" so i can flip it but i can't get in.

Hmm, I have no idea what's going on there, but this is definitely not supposed to happen. That level would be so easy if you could grab a shee there... hehe

Well, I was playing the second level (you are talking about the second level?) on heroic (hoi! I've installed it for my uni club!), and usually I use the pistol to shoot one of the banshees down so the other one can just fly away.

Shooting a banshee in the back allows you to just shoot the rider in the foot. A few decent shots in a row and the occupant dies, leaving the banshee in relative shape. Sometimes, though, as with really bad players, the AI can eject themselves mid-air.

As it flew down from the sky it managed to safely land beside me, but all I could do is flip the thing.

The reason is that programming creates an auto response for most weapons and vehicles (in the IF THEN ELSE frame of mind) until something causes them to beleive that the option shouldn't occur.

So since you aren't supposed to ride the banshees there in the first place (that would mess up the storyline really bad) the auto response for an up-ended banshee is to flip it - but there is no such response for riding the thing because at that point in time the option should not be available.
