Why is it that the team that is suppose to be equivalent of a spartan II squad suck so bad? I mean surely they can't be all that bad. WRONG!!
I think your analysis is a bit off, and since I'm a bit bored at the moment I'll break down why I think that.
Jorge is trying to be human and comfort a women (a so called killing machine trying to be human how ironic),
He isn't trying to comfort her at this point, he's trying to calm her down as she is terrified, hysterical, and punching him. He tries to comfort her later, and doesn't do that bad a job of it when all's said and done.
OMG elites jump down. This is where Carter first shines he instantly yelled to his squadmates they were engaged by covenant. Lets see what the rest of Noble does in this situation.
Yeah, I think his call is a tad unneeded, the Field Marshal's grand entrance having given the game away a bit. I guess it seves as a "weapons free" order though.
Jorge the spartan II who has seen 30 years of action against the covenant and is a killing machine,
Jorge is not some mindless killing machine, he's a Spartan II, taken from the best Humanity has to offer. He's pretty much astronaut-level smart. Just because he is big and carries a big gun don't equate him with a 'heavy weapons guy' stereotype it's not borne out by the background fiction, or Halo Reach itself.
his first reaction to the threat is to try to protect the civilian. What?! You are a damn killing machine who eats covy for breakfast and you decide to protect the little girl. You could of wrestled at least one of the elites down and killed it with your bear-like hands.
Of course it is.
Leaving aside that trying to protect the teenage girl (looks late teens to me anyway) would be a normal instinctive reaction for almost any adult Human, especially a man old enough to be her father, almost all the S II's see themselves as protectors of Humanity.
It's perfectly in-character for Jorge to try and protect an unarmed and helpless civilian, even at considerable risk to his own life (Spartans generally don't even consider it, they just do it).
Your suggestion would have Jorge (who is currently unarmed) tackling three opponents who are as strong and fast as he is, but taller, with better reach, and all armed with close-combat weapons that can cut through his armour like a knife through butter. And he would be in his team's line of fire.
His reaction to protect the girl, while probably instinctive, is almost certainly the best response given the circumstances.
The next part of the cutscene is the first elite running up to try to slash Kat. Her reaction is "I think I will stand here HURR DURR".
If you watch the video you can see she is securing the dataslate and trying to draw her pistol (unlike the others, she has holstered her weapon to work on the computer).
How does a spartan on par with the Master Chief get shoved down by a fleeing elite. Noble 6 don't you weigh half a ton in armor and have the best training in the UNSC? Why would you let the elite shove you aside with ease.
Six isn't on par with the Chief, physically or training wise, she is smaller and presumably lighter for starters. The Chief is of similar stature to Jorge. The Elite is simply much bigger and heavier, mass has it's advantages, there is little Six could do -any martial arts throws would need both hands which are full of assault rifle at the time.
As the field Marshall is fleeing its shields are broken by non other than carter.

Good reaction, saves her life.
His second reaction to punch it in the face. Six how do you let yourself be picked up by an elite like your some pathetic marine and the best you can do is punch it in the face? You have a damn knife for forerunner's sake!!
The elite is bigger and stronger, she also has no time to realistically draw a knife, and even if she did the Elite still has shields up so it would be of questionable use.
Here is where Emile fails.
He says it "blew past him" suggesting he was taken by surprise as it rushed him, and it didn't stick around to chat. Elites can move pretty quick.
Carter decides to let the zealot crawl away while he still has ammo in his assault rifle. Why y no kill zealot Carter?!
Because it's friend just took a hostage, and bought that elite some time in doing so.
Six gets his assault rifle thanks to Carter again and the two zealots grab the injured marine and hold him hostage. Only one of the Zealots is armed and the other has no shields left (they just start to charge as The spartans stand there).
The armed elite has already taken the hostage, and the other one's shield wasn't fully down.
Other than that, if there is a mistake in this incident, it takes place *here* when Carter doesn't order his troops to fire anyway regardless of the hostage. The Covenant rarely take prisoners for long, so that marine is dead anyway if they get away (as he is at the end of the level). However few soldiers would fire on one of their own, so this is entirely forgivable.
