Forgeworld is awesome but limited, and my game dev friends would prefer to use a pc for map editing so they rarely touch forge... Please please please have a map editor and a pro editor that runs via browser so my mac friends arent jealous...

With a little bit of modding you can get the environment editor on almost any PC game, but to have a full environment editor on the 360 is almost impossible because the 360 isn't powerful enough.

Grognok could be one of the resources offered to those indie devs.

Grognok is the name of the editor that you're talking about in the OP. It is assumed to be an internal Bungie-developed tool (or tools) to aid in the development of their future projects. It could just be the 'map editor,' or it could be an entire toolset which spans across different aspects of development.

The public may well see Grognok in the future. I wouldn't be surprised if Grognok either allows some form of player content creation as you've speculated in the OP, or if Bungie decide to make Grognok commercially available (along with their own game engine and other internal tools if Grognok isn't an all-encompassing behemoth). I'm sure they've got the brains to make an engine and toolset to compete with the other big dogs in the industry.
