The Mark I through III systems were not armor per-say, more like, powered mechanic suits like the ones featured in Avatar, but with a huge amount of energy wasting, so they need to be connected to a generator, thus, making them unfit for active combat.

no, that's actually a vehicle...


Ehhh, no, that's exactly the general design of the Mark I-III, but the prototype was more advanced and thus didn't seem to need any generator to power itself.

Although you're correct. Mark I-III is very similar to Halo: Legends's prototype power suit, in sense of aesthetic way. I think this prototype was used as they discovered how to implement in mirco fusion reactor.
