Beyond his initial promotions and then to Master Chief Petty Officer, Spartan John-117 was never promoted in his life of duty. Others who fought alongside him, such as Avery Johnson, were rightfully promoted due to their courage and skill. John, however, proving time and time gain to be one of humanities most valuable assets, did not.
Now, obviously the real reason for a lack of promotion is because most fans know the big green killing machine as Master Chief, and would become confused if his rank was to suddenly change, but I was wondering what ideas peope had for a canon reason for his lack of advancement.
Looking forward to hearing what ya'll think.

Edit: grey101 has highlighted something that I was wholey ignorant of, the limitation of promotion for an enlisted individual. Perhaps this is another reason that I'd failed to consider then.

Hahahahaa...Yes!

While it's rare, enlisted men can progress into the officer ranks, if selected due to skill in leading men. Again, it's rare.

But John is a super-soldier. Officers lead men and give orders. You don't have super-soldiers in high ranking positions. You put them in positions where they follow orders, not give them.

I wasn't really meaning for him to be promoted to such a high rank as General. But, it's always been indicated that he was a stellar leader and individual, perhaps the fact that he's a super soldier might be the reason, as has been said. A reason for me starting the thread was the Fred's promotion to Lieutenant, but my memory seemed to have failed me. I neglected to remember the circumstances of his combat situation promotion.

Another good point, a Spartan is more like a tool to be wielded, rather than the weilder. Thank ya.

Perhaps it was to keep the SPARTAN project and who was actually i n it on the down-low. Higher ranking officers tend to get more attention.

In Halo the Fall of Reach there was a reference to this. Spartans could only reach a certain rank to keep morale up that "average" soldiers could have just as much success as them as well as keeping them in positions where they would take orders and not give them. However, some of the Spartans that washed up in the genetic enhancement process were given high ranking desk jobs because of their intelligence, but lack of physical ability.

He accidentally maimed some ODSTs when he forgot to put the pin back in the weights, would you really want him commanding an entire fleet?

In any case promoting him would give him too much responsibility to work as efficiently as he has been up to now.

By never giving him a commission they ensure that he can still be ordered by the officers to undertake a mission, if he were to outrank them then he would not be as effective to the higher echelons of the military because he could refuse orders, and by keeping him in the enlisted ranks others can still feel that he is a soldier just like them *in a sense I know he is still a spartan*. Also master Chief petty officer is highest enlisted rank.

Unlike the members of Noble Team, John was treated more like a weapon or asset than an actual individual soldier. He was deliberately kept beneath Lieutenant because he was the last SPARTAN and ONI wanted to keep a degree of control over him so that they could use him in times of need.
