But for maxium effect, a CAPTCHA should be used for each post.
That's pretty extreme. How about for inserting links (below a certain trust level)?
Or the inability to create hyperlinks below the status of Honorable member
This seems to punish people who shouldn't be punished. You are either someone new to the forums therefore you would have to be around here for a little while before you're trusted with links, or you have done something that warranted a ban and therefor you are then stripped of your freedoms. If people want to be able to use the forums to the best of their abilities then they should just follow the rules.
I think a great way to do it is for those who have not achieved a specified prefix, they are not able to hide links in text. ( text ) They still have the functionality, to post links, however they would have to use; website. Another thing to be considered is to completely remove the 'URL shortening devices,' like tinyurl, goo.gl, etc. This way if you have nothing to hide, then don't. Then, maybe if you reach that specified prefix, you have the ability to use those services. (Seeing how they are used to save characters in longer posts)
One last thing for everyone to note, school will be starting up soon, and most of the trolls/spammers will be gone.
