The thing which screws everything over, is that people respond to trolls who spam like John Cena.

If anything, people who respond this way to him/her/it should be banned for an extended length of time as well. Stop the nutrition which the trolls require and thrive off, you kill the troll.

I have a hard time feeling sympathy for people who don't have the courage to take charge of their own lives.

I don't want any action taken. Most options are discouraging to potential new members. I'd rather take the inconveniences like OP mentioned.

Tiered privileges. Users must accumulate good behaviour points to be able to insert clickable hyperlinks. Each unmoderated post is worth a point--none of that thumbs-up/thumbs-down karma crap. Get X points, you can post links. Spamming to get X points results in a reduction or reset of points. Spam right out of the gate for spamming's sake, you get permabanned, AND nobody else gets duped into seeing some winner's highly artistic DeviantART mockup of a Draenei doing unspeakable things to an ostrich.

Somewhat. Notable differences would include a lack of penalty for things that do not constitute bad conduct, such as not logging in for a long time, and the lack of a visible indicator (to regular users) of having earned the required trust points.
