He is. He is in all the Halo games. But the wierd thing is that he is both a marine and an ODST in the games.
But I belive wikipedia says he's an ODST seargent.
Stacker definitely exists within the game universe to say the least considering that his squad becomes the center of attention for a short film back during the Halo 2 games. Not to mention getting official recognition with a named credit at the end of each game rather than just "Marine "x". There's also the whole having a firefight voice as well. All of it lends to the character having an established presence within the game's story as, at the very least, a minor character with recurring significance.
He's an ODST in all the games. It's pretty much been established since Halo 2 with Another Day at The Beach. Don't forget that ODSTs, despite their specialization, are still Marines too regardless of the uniform.Whatever BDU Stacker wears is ultimately inconsequential as uniforms and equipment can be switched up whenever necessary to the environment and situation at hand which was the explanation given for uniform switches for the Autumn crew in Halo CE.
Aso since this will be inevitably brought up. Keep in mind that, despite lending his voices to some characters in ODST, Sgt Stacker is not present in Halo 3:ODST. Instead Stacker (the actor) is using the same voice he used for the Sgt Stacker character to voice an unnamed Colonel character in Uplift Reserve and a Mombasa Police Officer inside the ONI Alpha Site with miscellaneous bits here and there.
