I think they just used the term amongst the ONI staff and some select Military personnel like Spartans and the likes, I am sure that it would not help morale if they knew the enemy is using refurbished technology from an even more advanced race.

Either what RKO says, in that it was internal and meant to motivate the people within ONI and the UNSC, or that it could just be saying that the Covenant have stagnated in their own development and are in a sort of "dark age" of thought relying on previous constructions to maintain their empire.

I don't imagine that the "imitative rather than innovative" message would be all that necessary anyway when Section 2's other propaganda campaigns were so effective to the point where they had people in the Inner Colonies convinced that the UNSC was actually winning the war.

Lt. Harveson says it after they capture the Bridge of the Ascendant Justice and after Chief retakes the engine room.

I think Cortana also says it when improving the Covenant's slipspace algorithms, I think.
