Actually, as far as I have seen at least, no references have been made to any of the Covenant races except the Brutes, Elites, and a brief mention of the Covenant Prophets either dying out or simply going into hiding somewhere. I think it far more likely that the remaining Grunts, Drones, and Hunters remained either or both of the two warring Covenant factions than going home.
I think you're underestimating the speed of their recovery. From what I've heard about Glasslands it sounds to me like they're still pretty strong after the war, and then there's the whole Human ships based off of Forerunner design on Reach at the end of the epilogue to the game. And so what if it's implied that Chief is still missing well into the 27th Century? Implication doesn't mean too much, implication is not concrete fact, and works that come later in a series often either completely ignore the implication because it was a red herring to throw the fans off the track, or the writers felt it was something that wouldn't make sense. I have been entertaining the possibility that the implication is true, but I will maintain a heavy amount of skepticism until Halo 5 and 6 come out.
When did I mention them appearing in Halo 4? I'm in agreement with most other people when they say they won't appear in that game, though I don't think it's absolute fact that they won't appear. It is highly likely that they won't be in Halo 4 and I would be pleasantly surprised if they did appear in that game.
I was talking about the other two games in Halo 4's trilogy, Halo 5 and 6, it is very, very, very likely that the UNSC and Covenant will play some form of role in either or both of those games.
And what makes you think that Chief will stay at the Legendary Planet for the entire trilogy? The UNSC or Covenant finding it are slim to none, but what makes you think that CHief can't or won't ever leave it over the course of the trilogy? Also, just because it is in an unknown location does not mean that it can't be somehow found, no matter how slim the chances are or impossible it might seem it can still be discovered.

Haha hardly :P I just posted speculation based on what I know of the lore, neither of us have any hard facts, so debates over this are mostly debates of opinion :/
