Have you ever played the Halo 3 Campaign and thought that it was lacking in something? Ever felt that the marines were indolent idiots because they weren't shown at their full potential? Have you wanted to see more Elites vs. Brutes fights? Well look no further. ITT, you will find out how to organize the biggest UNSC+Covey Separatist vs. Covey Loyalist battle in this game.
This ultimate collection and the potential battles that ensue take place on The Covenant.
It is 95% customizable and controllable. Once the marines and Elites are out of a vehicle, they will not move so you can position them wherever you want. You can also have Arby in this battle and there is a machine gun turret you can get and give him.
As for the Brutes, they will gather at the third lookout tower. If you go to the Hornets, they will try to go to the light bridge area, but most of them will be killed off by the game. Blame Bungie.
[If you want the biggest Covey Loyalist gathering, go to The Storm, 52 Covies]

Collections:
28 marines:
-2 marines/pilots/ODSTs brought on Hornet
-6 marines + 1 marine sergeant at the rally point bravo area
-2 marines spawn in teleported vehicles (mongoose, warthog) driver seat's if the vehicles are left behind at the third tower area
-2 marines spawn in a gauss warthog dropped off by a Pelican (if the previous hog has been destroyed) or spawn in teleported hog
-1 marine spawns in teleported Scorpion tank
-2 secret marines
-4 Hornet pilots
-2 marines from gauss warthog dropped off by a Pelican if the previous hog has been destroyed
-6 marines (from the gauss warthogs that would have spawned during the Scarab battle) that you can obtain if you deload the vehicles
Currently unobtainable:
-2 marines spawn in a Mongoose (if the previous Mongoose has been destroyed). If you can get the vehicle to flip and destroy it without killing the exited marines, you can get 30 marines. I suspect you'll have to use the spartan laser. But this is just speculation.
10 Elites:
-5 Elites spawned from Separatist Phantoms
-1 Arby retained via two Arby's glitch
-2 Elites released from third Separatist Phantom
-2 invincible Elites spawn on a high ledge only if you deload the vehicles.
20 Brutes:
-4 Brutes in first Prowler
-2 Brutes
-1 War Chieftain
-8 Brutes from 2 Prowlers
-2 Brutes spawned with Wraith
-1 Brute Captain
-2 Brutes
Currently unobtainable:
-2 Brute Captains in the first and second lookout tower respectively. It's possible to get them off the tower, but I don't know about their scripting/if they are willing to join the others. I think it is possible to bring them to the third lookout tower by getting them to board the Scorpion or Wraith.
NOTE: you won't be able to have all of the Brutes with the marines and Elites
Possible/plausible total for battles:
16 marines
7 Elites
1 Arbiter
19 Brutes
1 War Chieftain
44 npcs
Maximum allies total for battles (how many allies you can have with at least 1 enemy alive):
28 marines
9 Elites
1 Arbiter
2 Brutes
1 War Chieftain
41 npcs
Potential total for battles (I'll be investigating a work around for Bungie's little killing spree after completing the tutorial):
30 marines
10 Elites
22 Brutes
62 npcs
