To say that the different races of the Covenant will not be present within the Halo Universe during the course of the next trilogy makes those who say such things ignorant of the conditions of the Human-Covenant War's end.
If we are to follow the "Believe" campaign as canon, then yes, we can, indeed, assume that the Master Chief is still missing as of 2610, greatly reducing the chance of Human civilization, let alone the UNSC, existing through the next trilogy. However, this depends on the time lapse between Halo 3 and Halo 4. We do not yet know how long the chief remains in cryo-sleep, so we cannot assume any placement in the timeline before Halo: Legends' setting of 2556.
With that said, we do not know the the status of the Sangheili mission to uncover Forerunner artifacts throughout the galaxy in their effort to uncover their meaning. At least 4 years have passed since the events of Halo 3, if not longer, so the Sangheili may have advanced quite far in their search, and could very well stumble upon this Forerunner-esque world that the Master Chief will find himself exploring through the events of Halo 4.
Above any other race formerly of the Covenant, none are more staple to the series than the Sangheili. I do not believe that we have seen the last of them, as their stories do continue through their religious fascination of Forerunner artifacts. The Unggoy were known to follow them, as seen through the Heretic Faction who broke from the Covenant, so I wouldn't count the little guys out, either.
Cosmetic and personality changes would be a welcome change and a very interesting take on the Sangheili after breaking off from the Covenant, particularly if the Arbiter and Ship Master return as allies - and let's be honest, the Chief will need allies and, yes, even weapons if he is to have any hope taking on a planet.
There are many doors open, and Bungie certainly laid the foundation for 343i to continue the series in exciting new directions. I'm certainly looking forward to it with an open mind, because anything can happen.

I'm not so sure that we'll see any Covenant or UNSC, besides Chief and Cortana, in Halo 4 due it having to set up the whole trilogy, but to just concretely claim that they won't be appearing at any time in the whole thing is quite foolhardy.
