When your on primary rank like commander, It says you can really only use EXP and does not say anything about Skill. So even though it says nothing about skill, could I still try to get it up. Example: Mine is at 35, if I could get that to 50, could I skip all the EXP crap?

No in order to be general you need 50 highest skill+600 exp you cannot skip it.

There are two different kinds of ranks.

There are playlist ranks.
There are global ranks.

Your Global Rank is a 'military symbol' like Sgt., Lt., Commander, General, etc. These ranks are increased by obtaining a combination high trueskill and experience. Trueskill is the number next to your name in a ranked playlist- a number between 1-50, with higher numbers meaning a better trueskill rating. Yours is 35, so not super high.

Then there are playlist rankings, as I said, These are military symbols as well, but you have a separate one for each playlist. These are affected ONLY by your experience points in that playlist.

Now for your question. You currently have 35 as your high trueskill. If a player is at a rank (like 35) and cannot get a higher trueskill because they aren't good enough, they will simply advance through that rank based on experience points. If you keep your 35 and get 450 exp you'll be a Commander Grade 2. If you keep your 35 and get 900 exp you'll be a Commander Grade 3. If you keep your 35 and get 1800 exp you'll be a Strike Commander.

However, each rank increase (meaning the title of the rank [General, Commander, Private, etc.] not Grade [Commander Grade 2, Strike Commander, etc.) requires experience points as well as trueskill. If you were to suddenly, magically get a 50, you would not be a general. Why? Because to be a general you need not only a 50 as your trueskill, but you also need at least 600 experience points. You currently have only 388 (by the way... wow you quit a LOT of games. You'd have almost 800 experience points if you hadn't quit so much).

So... there's your answer, finally. I just felt like explaining the entire system for some reason. I'm bored.

your right i do quit a lot lol. So I only need to get to commander grade 2 until i can use trueskill?

Nope you can get your trueskill up whenever you want. You just need the 600 experience and a 50 to be a general. But if you got yourself a 40, you'd only need 400 experience total (which you're close to) and you'd be a Colonel.

Click here. That's your rank history. It shows the date you obtained each rank. It also says the requirement for every rank too (along with your total experience and how much experience you have in each individual playlist... quite the useful page). The number in each box is the experience needed for that rank, while the giant number on the right of each row is the trueskill you need.

You can also hover over any of the lighted ranks to see requirements and the date you got that rank.

Oh, also you'll see some ranks, like Staff Captain (Captain Grade 4) are not lit even though you've passed them. That just means you met the criteria for the next rank (From Captain to Major, for example) before you got the required experience for something like Staff Captain, so you just skipped it.
