I honestly have to agree with the OP here.
Now, I understand and agree that Bloom was poorly implemented. Bullet magnetism, coupled with larger reticule = more headshots to spammers, and they can win against pacers sometimes (I say sometimes. People who say it happens all the time are -blam!- retarded.)
HOWEVER, please consider that the DMR is infinitely easier to aim than the sniper, has a larger magazine, and kills in five shots. Now consider it's about as accurate, and with bloom, you can keep mashing that right trigger until the guy is dead. You could cross map before, but it took at least three-quarters of a second until the reticule allowed you to do it again. Now you could kill a guy across the map in about two seconds.
This may resolve the problem in smaller gametypes, like Squad or Arena, where Bloom benefits mid-range playing, but this makes the DMR broken in long-range play.
