For a lawyer, I'm surprised both at the poor quality of your written english and your lack of understanding of the term "ad hominem." This is beside the point, however.
The way I see it, there is only a certain level of technical feasibility that can be assumed for a piece of technology. Sure it's technically possible to do these things (although, I might question myself about this point based on some of the things you're suggesting), but cost and time has to be taken into account for something that's going to be marketed to people. I don't want to pay $1000 for a game, no matter what "freedoms" it may enable.
You do realize that having no limit to items would require infinite computing power, which isn't only impossible, but also ridiculous. I suppose that such a game could be created, although, due to the infinite level of complexity, it would never actually be available to the public, and would be in development until the end of time...
Also, secret rooms are in Reach, just not in forge. The commemorative lab of Dr Halsey's in the Campaign level "The Package" springs to mind rather quickly. The notion of removing the kill boundaries (or not having them in the first place) doesn't bring to mind the concept of giving the player freedom, but rather, it makes me think that the game is unpolished and lacking an appropriate attention to detail. These boundaries are put in place for two reasons: firstly (and ironically) to retain the level of realism of the game space- it would look unrealistic to be floating in an infinite sea of white, for example, and secondly, to ensure that the game runs smoothly, something which is of the utmost importance for a good game.
While I find your ambitions admirable, you have to realize that the technical demands of what you propose simply are beyond what is within our capability to build today, or if not beyond our capability, far too expensive to properly implement. Also, and to be frank, what you propose is available already, just in more unpolished, incomplete games.

its the point of ultimate exploration and freesom to do as you please. Im saying there should be no limit to the amount of items to be placed. Saying that something that exists that you didnt know about isnt ad hominim its a fact, get your logic terms right, try a dictionary. Have complete freedom to buil as you please.
No limit to items (such as the modded maps with thousands of grids)
no budget
complete exploration and freedom OUTSIDE of matchmaking.
And you should probably try to actually make an argument instead of just saying: Oh adhiminim here, or look at this over here, providing pointless verbal annoyance just to make the other side of an argument look unreliable. Im a lawyer. dont try to out logic me, it doesnt work.
