If the covenant for some odd reason don't glass right away, and we get time to prepare, we would put up a good fight, but not win. We have excellent infantry weapons (better than in Halo, which is weird because that takes place in the future, but thats a debate for another time) tanks, nukes, airforce etc. On the ground we would kill them, but since the only "ship" we have is the international space station, as soo as the covenant decide its a good time to start glassing, we're doomed.
We do not know their tactics though. In the war, Humanity adapted to Covenant tactics due to the battles early on at Harvest and such. In this instance we would not be able to, because this would be the first time we have met them, and the last time we ever could.
And by the time we did get a grip of the Covenant's methods it would probably be too late to mount any sort of impressive ground defence.
True, a Harvest type encounter would be necessary first, then we would have to beat that attack, and then win against the entire covenant fleet. I think some countries would hold their own, until the glassing begins.
