it seems that unless a certain number of people report something, it never goes to actually being reported to mods.

that's kind of a flawed system, don't you think?

oh and the flood is under attack from meatspin spammers who need a massive banhammer/blacklist.

I think it's once a user accumulates a certain number of reports, they go to the moderator's que and then the Ninja's take action from there. Albeit, I don't know if that's completely true because one user would consistently report himself after posting (So he'd post, then report himself and so on) and received a message from a Ninja saying, "Why do you keep reporting yourself?".

This example above I made outlines the very basic features of a common report queue. What's unique about Bungie's system is that in order to actually make it on the queue, a certain number of reports is required.

A flawed system would be to allow one user to send every single post to the report queue. It would be worthless.

It does sound like they're working on ways to make the report button feel more useful to the users though, which would be good.
