Let me put it a little simpler. You can't bypass the profanity filter, in any area of the website that can bee seen publicly. (Which is everywhere except for private groups.)

I have seen users get banned for having inappropriate signatures.

Doesn't matter. There's nothing worth saying that can't be expressed in another way. If you can't think of an appropriate way to say it, then don't bother. Good rule of thumb: If you aren't sure if it's against the rules... don't do it.

While this is true, cursing in moderation is a great way to put emphasis on what you're expressing.

I've always wanted to know what the appropriate action would be taken for someone who put something vulgar in their signature. Let's say a profanity-filter or an obscene link. How would a Moderator discover this, and how would they proceed to deal with it? Can they edit it out? Can they ban signature usage?

Considering it involves the Forums (of which they are Ninjas) and shows up there it would be:

1. Warning (depending on the severity of the offense)

2. Ban if not changed.

3. Banned again if still unchanged after ban is over.

4. Perma Banned if it becomes a problem.

Or something like that.
