Joe Staten said (in the MS press conference video): "damage to vehicles is not only cosmetic, the more messed up your vehicle is, the harder it is to drive"

...but...

Pete Parsons (interview with IGN): "What we didn't want to do is we didn't have vehicle damage affect the performance, so when you're driving a Warthog and your Warthog is massively damage, we don't want to have the fact that the tires are wobbling make it go slower or ruin the control. We thought it was important to maintain the control. A huge amount of planning went into how the vehicles were damaged."

-A bit of a conflict here. We'll have to wait and see.

I would go with the later commentary, that in the demo. Now, the interesting thing with this is that Bungie is using those playing the game as guinea pigs, getting feedback. They might have turned on the performance based on damage feature to see if people liked it. Personally, I like the idea of trying to drive a Warthog with only three wheels. That will be a challenge.

Same here, i'd rather a vehicles performance be hindered by the damage, otherwise, whats the point?

Otherwise the point is to just give you a visual reference of vehicle health. Notice there was not vehicle health bar in the hud.

Your right, I just think its slightly unrealistic to have a ghost with no wings, or a warthog missing a wheel to be able to function correctly.
