There is good load of evidence that Forerunners aren't extinct, they simply left from the galaxy to rebuild their empire and thought they lost their right to maintain the Mantle so they left. Anybody with Cryptum would know this.
Most likely enemies are: Precursors and Flood. Some of you may argue that that prisoner is last Precursor but we have to take his words of grain of salt because he may be lying. Also, The prisoner is technically Gravemind.
And yes, Cryptum stated that Halo rings destroyed all Precursors artifacts On Chakum Hakkor. So it's likely that Halo rings didn't destroy all Precursors artifacts for a reason. Halo ring's range of fire is 25,000 light years, right? So it is likely that Halo's effects didn't completely cover entire galaxy, just most of the galaxy.
You're mostly correct there but remember that was an initial test at Charum Hakkor and they were still messing with the tuning of the Halo rings. So by the end of the Forerunner Saga we could find out that they might have made them more specific, so less Precursor artifacts would have been destroyed
