Ugh. You need some common sense, don't be ignorant. If you've ever played ingame with your keyboard, you'll notice that if you press E, which is the action button, also reloads your weapon when there is no current action. You don't have to press R. So you configure your X button on the controller for action, and it will double as a reload button and if you configure everything right, you'll have controls just like the Xbox version, but it won't feel like it. The game isn't preventing you from configuring the controller, you just don't know how to use it.

I don't recommend you use the controller anyways. The mouse and keyboard is more flexible and accurate, and there is no auto-aim to aid you. Plus you'll get owned by everybody in multiplayer.
