The flood probably disabled the teleportation grid. and if that happened, you cannot fight off the flood forever.

Ignoring containment protocol for an extended period of time, like 2401 Penitent Tangent did, would result in an outbreak of the Flood - without an resistance, the Flood took over much of Installation 05.

Without resistance for an extended period of time, until the events on Delta Halo, the Flood were pretty much unstoppable. It would only be a matter of time until the Gravemind took capture of the Monitor.

The Gravemind is an ancient and very persuasive being. He convinced Mendicant Bias to betray the Forerunner, I'm sure he could convince Tangent to get close enough to grab him.

Could the Flood have corrupted 2401 in a similar matter that it did to Mendicat or Cortana? And why would he be inclined to leave the Gravemind anyway? If the ring is infested he may as well sit and talk with the only other sentient being there.

Well, even though we know 2401 PT ignored containment protocol to an extent it seems as soon as a Reclaimer was in proximity he wanted to go forth with protocol.

He even states that the Prophet of Regret ignored protocol and was upset at him for doing so. 2401 hadn't defected to the Flood, nor did he descend into rampancy. He was just pissed off and alone.

The Monitors primary function was to contain the Flood. Unless, there's an underlying issue that 2401 was having, we'll never know.

My only speculation that I can think of is that 2401 was on the verge of descending into rampancy thus ignoring containment protocol and allowing the Flood to practically take over the Installation. Before completely slipping he was introduced to the Reclaimer - the Master Chief - and then as you said superior, resumed his duties of trying to eliminate them.
