It makes some sense. Weren't the Precursors described as very different in appearance from humans and Forerunners while we are on this topic? I am a little lazy at the moment and do not feel like sifting through my copy of Cryptum although I guess I could check Halo Nation (Halopedia).

SPARTANs(IIs at least) are the genetic cream-of-the-crop so to speak. They were chosen because there genes were the best and matched that needed for the Bio-augs. Due to medical research, SPARTAN-III bio-augs didn't need quite the genetic backround as the S-IIs, allowing them to take more ordinary humans.

Humans are very similar to Forerunners in genetics to begin with. The Forerunners also handed the Mantle down to us, giving another explanation as to why we can operate their equipment.

The final Precursor is described in Cryptum as really nasty with a giant tale thing on his head; nothing at all like Humans or Forerunners.

No they aren't.

They are related to chakas, though, who was blessed by the forerunners.

A geas was planted in chakas' bloodline, so the spartans being able to use them is simply the geas working.

Of course! How did I not see this? Yes, it makes sense, and it's probably why 343 Guilty Spark only calls Master Chief "Reclaimer" and no one else.

...Reclaimers are descendants of chakas.

Go watch the recent comicon panel. Greg Bear pretty much tells us that S-IIs are related to chakas,

The Luminaries and Mendicant Bias identified every Human on Harvest with the Reclaimer glyph. Miranda, Johnson, Mobuto and Anders were all capable of using Forerunner technology.

Being a Reclaimer is not restricted to Spartan-IIs.
