I think the Covenant have a chance. A near impossible chance that requires insane luck, plotting, and various other factors, but a chance none the less. We saw in First Strike and Halo 2 that an excavation beam is capable of destroying Forerunner structures. If the entire covenant fleet attacked the Fortress with literally everything they got it is possible that some heavier ships could use the excavation beams and severely damage the Fortress. If they had a detailed layout of the ship, they could possibly aim for the important bits and cripple it. Like I said, a long shot.

... well, if firepower scales, you're looking at DAKKA that makes the IoM feel inferior.
So yeah, I feel sorry for the Covenant fleet that engages a Fortress.
I just wanted to correct you on this as well, without starting a vs war. IoM ships have been calculated by Ragnok to have firepower in the high teraton-low petaton range, with said firepower only being able to gouge slices in admantium bulkheads a few meters across. You are also looking at BLASTA, not DAKKA. They are two very different things.
