Well, in many ways he is, and in many ways he isn't. He's the face of the franchise. You see the Chief, you think Halo, not just Spartans or advanced tech, etc. Also, if the Chief wouldve died at any point during the war against the Covenant, would the UNSC still have won? The only other hyper-lethal Spartan was dead already (N6), and that would mean it would be up to any of the remaining Spartans, and considering the ones that are left besides Chief, I dont think they would've stood a chance.
Fred could've done just nicely since he was THE all-around best Spartan, coming in second at every skill whereas every other Spartan was famed for doing one thing well.
Yeah he def came to mind, but remember, probably the only thing keeping MC alive is his luck. Fred might have been in the half of the ship in H3 that got teleported(this word is probably wrong, but I forgot what its called)
Mendicant Bias would've made sure Fred would be in the right area, even if that meant taking the Arbiter with him.
Lol sucks to be Arbiter in that situation. I guess, but there's a reason why the Chief was the one put into the important missions against the Covenant. Granted, in Halo: CE he was the only Spartan close to the action, so there was no choice but to send him; that and the other Spartans were still on Reach. But in Halo 2 and 3, they couldve gotten Fred to carry out the tasks and put Chief elsewhere, but they didn't because the Chief, luck aside, is the best Spartan for the job IMO. His mistakes are just a sign that he's still human, not some perfect being.
Actually, Fred was being interrogated by ONI about his actions durign First Strike WHILE the invasion as occuring. The rest of the Spartans were being held around as well.
