The topic may very well be obscene. And if it is locked and the OP is not immediately banned, then the OP with obscenities in it is still visible to the public. If reported, that is no longer true.

Well if its a slow moving forum (like this one) then there's a pretty good chance a lot of people will see the same locked thread. Even though the thread is locked there's a chance a moderator missed something that needs reporting.

That's my reasoning anyway.

You're talking about the topic before it is locked. After the topic is locked, the user is banned, and the original-post turns into the infamous red-text.

I'm asking why it's possible to report a topic after the user has been banned.
