Bungie told them enough. If they cant listen dont tell them.
It seems evident people aren't getting the message.
Which I don't understand.
But, I thought maybe trying to be "in your face", might help a little.
Treat others in the manner that you would like to be treated. I doubt you would want me to "get in your face" about anything, and likewise I don't think we should get in other peoples faces by making that notice any larger.
The only improvement that I can think of is to add a link to the 343i forums. There was already an entire thread on this subject though, and it died with nothing ever happening so I highly doubt that message will be changed up until it is removed completely.

No, it would be a one time thing.
And ONLY if you submit a thread.
It basically is a simple, short post saying Bungie is not in charge of 343i, provide a link to new Halo forums, and of course the agreement.
In order to make a new thread, you would have to agree you read the short new rule and accepted the agreement.
That way if they do post off-topic Halo stuff here, they have no excuse becuase they were told not to post that and were given links to the correct forum.
What agreement? What short new rule?
