The Forerunners call their armor "combat skins". This seems to differentiate it from power armor which is armor that is powered by motors within ie Astartes Armor, MJOLNIR, the Armor in Starhsip Troopers (book) etc. Combined with Bornstellars description of the armor in it's unused state as fabric like and it's apperance in Legends, I think that forerunner armor is like an armored wetsuit, for lack of a better word, and that it contains no internal motors that an AI could possibly control.

No. Cortana resides in between the external armor and the Chief. She can help amplify the chiefs reflexes among other things, but not make him send electrical impulses from his brain to his muscles.

So pretty much, she cant do anything other than refine certain things and observe and offer detailed analysis of the battlefield.
