MJOLNIR Mark V's HUD does not support a dual-weapon feature. If you were to use 2 weapons at the same time, your targeting reticule would be incorrect, as both hands would be reading a weapon and trying to make a reticule/information display for both when only 1 is supported.
In Halo 2 and 3 you wear MJOLNIR Mark VI armor, which does support dual-weapon features.
This is the reason why.

How does this work, when in Halo Wars the MJOLNIR Mk IV supports duel wielding? And yes, Halo Wars is canon.
Those SPARTANs aren't incapable of dual-wielding simply because their armor doesn't read the weapon. In the case of the protagonists that we play as, such as the Rookie, Noble 6, or Cheif prior to the events of Halo 2, you need to think of it from a gameply point of view.
It's impractical for the gamer to dual wield weapons with an armor system that only reads one weapon. You have one controller that acts as both your arms, and because of that they[your arms] have to be parallel in order to have an equal effectiveness between the weapon in your left hand and right. If you had something like a Kinect, where the game would pick up where both your hands would be, then they wouldn't have to be fixed in a parallel manner, and you could shoot akin to the Mk. IV SPARTANs in Halo Wars.
Realistically, if you tried to dual-wield weapons in Mk.V and under, you'd most likely either A. Have a reticle for one weapon out of the two that you're holding, or B. Have a completely botched reticle that tried to compensate for both weapons even though it could only support one.
One could assume that the Mark IV SPARTANs had a system that led to outcome A. and were able to aim one weapon via the reticle while they "blindfired" the second one (or aimed with the ironsights if available.) I still think that outcome B. was more probable and they updated the MJOLNIR system with dual-wielding capabilities in order to fix that problem and also increase effectiveness of the killer inside the suit.
