My personal theory is that the Elites are definitely on the verge of a major civil war that (most likely) will occur and be a center-point for the post-war novels. The reasoning behind this: plot-wise this would expand upon the ideas of forerunner divinity and the state of confusion that the Covenant's sects left in the galaxy; gameplay wise, if the Elites are busy with a massive Civil War, then they won't be expected to play a large part in the Reclaimer Trilogy.
Leaving the Elites out would allow the new Trilogy to reflect on how the humans are "reclaimers" of all forerunner tech while leaving the humans by themselves to take on the "new threat" that threatens the galaxy in Halo 4. I think it's pretty apparent that humans will be involved in Halo 4 to some degree (maybe it will make sense timeline wise and be past 2610, maybe it won't). this would result in the same mystique and inherent danger felt in Halo CE: we are alone, outnumbered, outgunned, and our fate rests in the Chief's hands.
