If you can get the rights to actually make it, then make it to where it starts off from the beginning:
Johnson's missions (maybe) just before the creations of the Spartan II's and III's; the kids getting abducted and trained; the augmentations; their experiences over their years of their service; the Spartan III program; the fall of Reach; Installation 04 and the flood; the attack on Earth and the second Halo ring; the fight on Onyx; the Ark and the beginning of the Reclaimer trilogy.
And don't make this some sh1ty 2 1/2 hour movie: make it long. Like 9-10 hours. Longer even. Long enough that people will make a line 3 miles out the theatre's doors, and it makes people want to run all the way to the back of the line to watch it again and again.
Wait until their is a solid image of the Cheif's face so that a big-name actor can play the role. That was the real problem with why there hasn't been a Halo movie yet: big-name actors don't want a role that doesn't allow them to take the helmet off and show people what John looks like. They want to be able to take the helmet off and say, "This is what I look like." Maybe get Jen Taylor to voice Cortana again.
Basically, set it across all the Halo universe from the time just before the Spartans show up, to the time where the entire series ends. Because by the time you get characters, scripts, actors to play the characters, and every thing else, you'll start it and Halo 5 will be coming out and from then on you'll just want to finish the whole thing off. All of it. Every game, every book, everything.
Show how the crew of the Pillar of Autumn came together; show how Blue Team was formed; show how colonies fall... How Reach fell. Show everything. Maybe start the whole thing off, with when the Human-Covenant War started. Start there, and tell the amazing story of how all came to be.
